The Dubai Government Excellence Program Celebrates its 25th Anniversary
Dubai, United Arab Emirates – 07 September 2022: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has affirmed that the culture of excellence has become firmly rooted in the UAE and Dubai, and is constantly evolving to the extent that, in the last 25 years, it has become a model of Dubai government excellence.
His Highness made the remarks on the 25th anniversary of the launch of the Dubai Government Excellence Program. The program has achieved significant milestones over the last two-and-a-half decades, supporting Dubai’s government through innovation and embodying the leadership’s vision by empowering government entities to enhance performance, results, and services.
His Highness said: "25 years ago we started the journey of government excellence. Today, we are reaping its fruits with advanced services, international competitiveness, economic returns, and invaluable national cadres. 25 years is the time required to change the institutional culture in the Emirate. It was not an easy and quick journey, yet it was an enjoyable one and its effects will remain for generations to come."
His Highness reflected further on the city’s progress: “When we established the Dubai Government Excellence Program in 1997, our goal was to develop our performance levels to reach those of the private sector, and within a short period of time, the government sector in Dubai became the model for other sectors, and even other governments around the world, could learn. Thanks to everyone who contributed to achieving our goal – and I would like to remind everyone that in the race for excellence there is no finish line."
His Highness added: “Achieving human happiness and well-being, and enhancing the quality of life, is a mission we carry with us, and these goals will remain our top priorities. The esteemed government services that Dubai has developed over the past years provide a solid foundation on which we will maintain our pioneering position, and we will continue to adopt digital and innovative solutions that deliver government services that exceed people’s expectations.”

On this occasion, His Excellency Abdulla Mohammed Al Basti, Secretary General of the Executive Council of Dubai and Chairman of the Dubai Government Excellence Program, stressed the prominent role played by the Dubai Government Excellence Program in embodying the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, along with the continuous directives and diligent follow-up of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, which aim to enhance the effectiveness and efficiency of the government sector in Dubai, and maintain its global leadership status.
Al Basti added: “over the course of 25 years, the Dubai Government Excellence Program has established standards of excellence according to innovative foundations, and has played a prominent role in promoting a culture of quality and capacity-building to advance the Government of Dubai towards pioneering horizons, and push it towards the summit of all global competitiveness indicators.”
For his part, Dr. Hazza Khalfan Al Nuaimi, General Coordinator of the Dubai Government Excellence Program, congratulated His Highness Sheikh Mohammed bin Rashid Al Maktoum on the occasion of the 25th anniversary of the Dubai Government Excellence Program’s establishment.
He said: “Since its inception, the program has achieved a succession of major achievements, which have reflected primarily on the happiness of citizens, residents and visitors through their access to the best services in the world. This would not have been achieved without the confidence of the wise leadership, and the efforts of the teams in the government entities departments, who are still recording distinction achievements in coordination with the Dubai Government Excellence Program.”
The Dubai Government Excellence program was established in 1997 to be the driving force behind the development of Dubai's government sector. The program has contributed to a radical change in the performance, concepts, practices and management methods applied in the government sector, thanks to the cooperation of government entities and the program management in applying standards for models of institutional and functional excellence and utilizing them in continuous improvements in their performance and services.
